Major R. A. Wolfe-Murray (late Adjutant H.K.V.D.C.) was granted full pay leave from March 1st, 1930, to July 18th, 1930, on the termination of his agreement.

On the expiration of his leave he was found to be unfit for service and granted sick leave until September 22nd, 1930, when he was pro- nounced fit by a Medical Board and restored to the establishment of the British Army. During the period of sick leave he was entitled to pay and allowances at British Army rates and under the terms of his secondment to Hong Kong his emoluments became a charge on Hong Kong Govern- ment funds.

The War Office did not claim re-imbursement until the current year and there is no provision in the Estimates for this unforeseen expenditure detailed below:-

More vaccinations have been done and more births have been regis- tered in Chinese Public Dispensaries in the first seven months of 1931 than was anticipated.

Owing to the demolition of the Inspector's Quarters and Office at Kowloon City Old Blind Home, a ground floor at K.I.L. 1901 has been taken at $50 per month from 1st July. Opportunity was taken at the same time to rent the top floor of the same house on a five years lease from 1.6.31 at a monthly rental of $50 as quarters for 2 unmarried Inspectors for whom lodging allowance would otherwise have to be provided.

The rent of scavenging coolies quarters at 81, Castle Peak Road has been raised by $4 per month as from 1.3.31. Owing to the demolition of the Old Blind Home in Kowloon City, it has been necessary to find other accommodation for 33 scavenging coolies. This necessitated a general re- arrangement of coolies quarters in Kowloon and the opportunity was taken to move out of the dilapidated and unsatisfactory premises in Tai Kok Tsui. The figure $221 represents the total sum required to supplement this sub-head for the current year.

The above is to be met from savings under 2 Motor Cars and 2 Motor Vans (1931 Estimates page 66 sub-head 37). (C.S.O. 841/30).
